Meeting:        Salem Licensing Board was held Monday, April 22, 2013 at 6:00 pm in the third floor conference room, 120 Washington Street. Present were Chairman Bob St. Pierre and member Rick Lee, Det. Sgt. Page and Clerk of the Board, Melissa Pagliaro and City Solicitor Beth Rennard. Absent was John Casey.
                
Approved:       Application for a one Day Liquor License for a Wedding Reception at Old Town Hall on May 26, 2013 from 2-6pm. Applicant: William Grant. Present: Corrine O’Neill for old town Hall.
        Ms. O’Neil said that it is for Beer & Wine only for the Grant reception and handed the insurance to Mr. Lee.
        Mr. Lee motioned to approve.
        Mr. St. Pierre seconded.
                
Approved:       Application for a One Day Liquor License for a Wedding Reception at Old Town Hall on May 11, 2013 from 5:30-6:30pm. Applicant: Rockafellas. Present: Dave McKillup, owner of Rockafellas and Colonial Hall.
Mr. McKillup said that it is for Beer & Wine only for a reception before dinner for 200 people. He said they have a detail and the insurance is on its way to Ms. Pagliaro.
                Mr. Lee motioned to approve.
                Mr. St. Pierre seconded.  

Approved:       Application for multiple Street Performers.
        Applicant: Stephen Marcotte. Mr. Marcotte says he dresses up in a vampire costume and takes about 2500 photos per season and he has had a license before and is familiar with the rules.
        Applicant: Simon Zavalsky. Mr. Zavalsky says he plays classical music on the violin and has had a license before and is familiar with the rules.
        Applicant: Lawrence Levesque & Royal Sorell. Mr. Levesque says he does balloon twisting and magic and also is familiar with the rules as he has also had a license before. He asked if he could represent applicant Royal Sorell tonight as well as he is performing at Fenway at a game and could not be here. He said Mr. Sorell does balloon twisting as well.
        Mr. Lee motioned to approve the above listed performers.

Approved:       Application for an Individual Fortunetelling License.  Applicant: Desiree Olsen.
        Ms. Olsen said that she lives at 75 Loring Ave and there is Tai Chi Studio on the first floor.
        Ms. Rennard said that as that does not have a Store license she can only read from her apartment upstairs not in the studio.
        Mr. Lee motioned to approve pending a completed CORi and reminded her that she can only read from her apartment.
        Mr. St. Pierre seconded.  
                
Approved:       Application for a Store Fortunetelling License and a sub licensee license, applicant: Maria Carles. Applicant: David Newman for Hermectic Arts Learning Center at 105 Bridge Street.
        Mr. Newman said that he is opening a metaphysical bookstore and would like to do readings.
        Ms. Rennard asked if he had read the City’s ordinance,
        Mr. Newman said he did.
        Mr. Lee asked Ms.Carles what she would be doing for readings.
        Ms. Carles said she would be doing tarot reading mostly on the weekends.
        Mr. Lee motioned to approve the store and sub licenses.
        


Approved:       Application for a Blanket Vendor & Entertainment License for the Free Summer Concert Series at the Peabody Street Park. Applicant: Frank Taromina, City of Salem Planning Department.
        Mr. Taromina said that this is done with Mamadou Dijop and he has lined up even more entertainment for this summer. He said the event will run every Sunday this year rather than every other, from May through October. He said that Mr. Dijop signs an agreement with the City and that hopefully next year the Park Department will be taking this over.
        Mr. St. Pierre asked if he has been in touch with the Police Department yet.
        Mr. Taromina said not yet for this year but he will and hopes it works out the same as last year.  He said that last year Chief Tucker sent a patrol by here and there and if there were no issues he would not require a detail officer for the event. He said there were no issues.
        Mr. St. Pierre just asked if he would please reach out to Chief Tucker.
        Mr. Lee motioned to approve.

Approved:       Application for a Seasonal All Alcohol License & Entertainment License. Applicant: Nolan Associates, LLC. d/b/a Boston Harbor Cruises, The Landing at 10 Blaney Street. Present: Chris Nolan, owner and Tina Reynolds, food and beverage manager.
        Mr. Nolan said that he plans to run Salem Ferry the same way as Boston is run with and outside patio bar for customers waiting for the ferry.
        Mr. Lee asked about the servers.
        Mr. Nolan said that all of the servers are TIPS certified.
        Councilor Legaut said he think this is a great idea he just wants to make sure that noise is taken into consideration with the neighbors and all.
        Ms. Rennard said that Kathy Winn from the planning department held a meeting with some of the abutters last week.
        Mr. St. Pierre said that he would like to approve this and then maybe some discussion can happen about any issues that may come up.
        Mr. Lee asked what hours they would be operating.
        Mr. Nolan said 11am-11pm 7 days. He also said that the application for entertainment is for 6 TV’s and music through an iPod. He said he uses specialty speakers for the iPod and the Hotel near the Wharf in Boston hasn’t had any noise issues.
        Councilor said that maybe there could be some ideas about how the speakers are placed if there are any noise issues.
        Sgt. Page asked where the liquor would be stored as there have been some issues in that area in the past with teenagers and robberies.
        Mr. Nolan said the stock would be bought in from Boston and that if there were any issues he would hire overnight security as he has in Boston.
        Mr. Lee motioned to approve.
        Mr. St. Pierre seconded.

Vote:           Board voted to approve revised instructions for Special One Day Liquor Licenses.  
Ms. Rennard said that she and Ms. Pagliaro get lots and lots of questions on these licenses.  She said with these re written instruction it is really spelled out and hopefully will make understanding them easier. She said there is some new language in there also about when a police detail will be necessary.
Mr. St. Pierre said just for the record that most of the One Day regulations are from State Law. He also said that he likes the language for the police detail because a detail cost about $180.00 per event.

ications:       *Sgt. Page said that as a result of the last meeting and a discussion about Mandee’s Pizza,  he went to speak to the owner on 4/17/2013. He said the owner about the boarded up window out front. He said the owner was very sincere and that he was frustrated dealing with his insurance company as a result of a car hitting the front of his business, but that repair should be completed in the next couple of weeks.     
*Sgt. Page said as result of a discussion at the last meeting about cars being sold near Leggs Hill that he put that information out at roll call and there have not been any problems.
